DGR-IATA Rules related to Air transport of hazardous substances
Hazardous substance rules In English, Dangerous Goods Regulations or DGR are international rules that specify the amount, packaging and transportation conditions of any dangerous substance that may be transported by plane. Some of the hazardous substances in daily life and industry use can also be safely transported by airline if approved, properly packed and shipped. Airlines that are members of IATA determined in 1953 that if the demands of all kinds of materials and materials are transported by air, and everything that is carried as a result of the increase is not controlled, the safety of the passenger, flight crew, aircraft and other materials transported. As a result of this, the first “IATA Dangerous Goods Regulations” book was published in 1956 after evaluating all kinds of materials, quantity, packaging and transportation conditions.

WHAT IS REACH?
Kısaca REACH hakkında bilgi vermek gerekirse; REACH, kimyasal madde ve karışımların kayıt ve kontrol altına alınması için düzenlenmiş yeni bir direktiftir. Bu sayede AB, kendi topraklarında üretilen veya kendi topraklarına girişi (ithalat) yapılan kimyasal madde ve karışımların kaydını daha sağlıklı bir şekilde yapma imkânına sahip olacaktır. AB’ ye kimyasal madde ve karışım ihracatı yapan Türk firmaları, belirlenen tarihlere kadar ihraç ettikleri kimyasalların özellikleri ve miktarları hakkında kayıt yaptırmadıkları takdirde bir daha ihracat yapamama riskiyle karşılaşacaklardır. İhracat yapamamak, mikro anlamda kar kayıpları makro anlamda milli gelirde kayıp demektir. Bu nedenle; istesek de gecikmelere gidemeyiz. Başta da söylediğimiz gibi; ertelemeler için yer ve zaman yok.
REACH hakkında bilgi verdikten ve önemini belirttikten sonra şimdi de lojistik açıdan açıdan ne ifade ediyor ona göz atalım. Bunun için öncelikle tedarik zincirini bir bütün olarak ele almak gerekir. Çünkü REACH sayesinde kimyasalların özellikleri hakkında yapılacak denetlemeler, tehlikeli madde lojistik sürecinin adeta başlangıcını oluşturan ve tehlikeli maddelerin tedarik zinciri boyunca el değiştirmeleri sırasında tedarik zinciri unsurlarını bilgilendirir nitelikte olan MSDS formlarıyla yapılacak düzenlemelerini de etkileyecektir. REACH ile birlikte MSDS kapsamında yer alan bilgiler genişletilecektir.
Diğer yandan; REACH’ in yürürlüğe girmesiyle birlikte yürürlükte olan tehlikeli kimyasallar ve karışımların etiketlenmesi, paketlenmesi ve işaretlenmesi ile ilgili direktif yenilenecek ve yerine tehlikeli maddelerin çeşitli modlarda taşınmalarına yönelik BM tavsiyelerinin de temelini oluşturan sistemlerden biri olan GHS ( Kimyasalların Sınıflandırılması ve Etiketlendirilmesine İlişkin Uyumlaştırma Sistemi ) tabanına sahip bir direktif (CLP) yürürlüğe girecektir. Böylece etiketleme, paketleme gibi önemli lojistik fonksiyonlara ilişkin düzenlemeler yapılmış olacaktır.
Lojistik açısından, REACH’ in bir diğer yansıması, tabiî ki, dış ticaret hacmine bağlı olarak yapılacak özellikle taşımalarda ki artış ya da azalışlarla ilgili olacaktır. Uygulamada yapılacak gecikmeler, daha önce söylediğimiz gibi önce dış ticaretimizi sonrasında ise taşıma hacimlerimizi olumsuz etkileyecektir.
Sonuç olarak; bir tarafta tehlikeli maddeler söz konusu olduğunda yapılması gerekenler, diğer tarafta her zaman söylediğimiz gibi adımlarımızı sağlam atmamız gerektiği. Bu da ancak öncelikle bilinçlenme ile olacaktır…
ISPM-15 What?
ISPM-15 Nedir ?
Birleşmiş Milletler Gıda ve Tarım Örgütü (FAO) alt kuruluşu olan Uluslararası Bitki Koruma Konvansiyonu (IPPC) Sekreterliği, üyelerinin katılımıyla 2002 yılında Roma’da, uluslararası ticarette kullanılan masif ağaçtan yapılmış ambalaj ve paletlerle ilgili yeni bir standart ( ISPM-15 International Standarts for Phytosanitary Measures 15) belirlenmiştir.
Ahşap ambalaj malzemesinin ısıl işlemden geçirilmiş sayılması için ahşabın öz (çekirdek) ısının minimum 56 °C’ye ulaşması ve 30 dakika boyunca 56 °C’de bekletilmesi demektir. Bu ısı değeri ahşap ambalaj malzemesi içersindeki zararlı organizma ve böcek larvalarının öldürülebileceği değerdir. Ahşabın çekirdek ısısının 56 °C’de en az 30 dakika bekletilmesi o ahşabın zararlı mantar ve böceklerden temizlendiğini göstermektedir. ISPM 15 standartlarının da gerektirdiği değer budur.
Ahşap ambalaj malzemeleri bünyesinde barındırdığı zararlı organizmalardan ısıl işlem yapılarak arındırılmakta ve ülkeden ülkeye bitkisel hastalıkların transferi önlenmiş olmaktadır. ISPM-15’in ülkemiz için önemi; bundan böyle tüm ihraç ürünlerinde kullanılacak masif ağaçtan yapılmış ambalaj malzemelerinin (SWPM solid wood packaging material) Isıl işlemden geçmedikçe veya fümigasyon yapılmadıkça, diğer ülke sınırları içine giremeyecek olmasından kaynaklanmaktadır.
ISPM-15 standardına uygun palet kullanılmadığı veya ISPM-15 standardına uygun palet üretiminde ısıl işlem ya da fümigasyon için istenen koşulların tam anlamıyla sağlanmaması durumunda,sevkiyat ithalatçı ülkeler tarafından kabul edilmemekte ve hatta bazı durumlarda paletler taşıdıkları ürünler ile birlikte karantinaya alınıp geldiği ülkeye iade edilir.
UPL (Uluslararası Paketleme ve Lojistik) olarak;ISPM-15 gerekliliklerini yerine getiriyoruz.T.C.Tarım ve Köy İşleri Bakanlığının verdiği ISPM-15 Sertifikasını,ürünlerimizde kullanıyor,gerekli damgalama işlemi ile bunu onaylıyor ve belgelendiriyoruz.
